DECISIONS
Before
embarking on a design-build project, the following issues should be reviewed
and determined by the public entity or ownership group:
- Have you
read and do you understand the CCNA?
- Who will
be the DCP?
- In
house staff
- Outside
consultant
- Engineer
- Architect
- How detailed
will the design criteria be that is developed by the DCP?
- One
page narrative description (1/2%)
- Complete
programming document (5%)
- Schematic
plans (10%)
- Design
development plans (30%)
- What are
the priorities in the delivery of this project?
- Speed
- Cost
- Quality
or uniqueness of design
- Facility
function
- Elimination
of disputes
- What will
be the process used to select the D-B firm?
- One
step: Statements of Qualifications (SOQ) are solicited and the most
qualified firm is selected.
- Two
step: SOQ's are solicited, then the three most qualified firms are
requested to submit project specific proposals, after which a selection
is made.
- Will
live presentations be requested?
- Will
the "sit down interview" process be used instead of presentations?
- Will
the candidate firms be requested to do any design or cost estimating
prior to selection?
- What
will be the criteria used to evaluate the firms?
- What
form of contract will be used between the Owner and the D-B firm?
- Custom
document created by the Owner
- Custom
document created by some other Owner
- American
Institute of Architects (AIA) two-step contract
- Associated
General Contractors (AGC) three-step contract
- National
Council of Consulting Engineers contract
